Meet the Operations Department Team

The department includes four divisions:

Front Desk: Jessie Salas is the primary person you come into contact with when you enter the Community Services office or call on the phone. She has a wealth of information and can answer your questions regarding membership, account balances, as well as who to contact with specific questions. Jessie can be reached at our main number (623) 386-1112.

Compliance Coordinators: Andrew Olson and Tyler Heacock work in the Community Services Office. When they are not in the office, you might see them in the community conducting compliance inspections, checking on landscape design requirements and performing home inspections. You may see them driving around in one of the Estrella Community Patrol vehicle, as they also process parking waiver requests. If you receive a courtesy notice or violation letter, they will be happy to explain the compliance process and what is required to comply with the CC&Rs. They also do HomeWise inspections that provide closing information to upcoming buyers to ensure that there are no outstanding issues prior to the sale of a home. 

Design Review Coordinators: Amy Brown works with residents, builders and architects on Design Review submissions at the Community Services Office. If you are painting your home, adding a pool, updating your landscaping, or planning to make any other exterior improvement to your home, please review the Design Review Guidelines in the Community Handbook and complete the Design Modification Application. Once Amy receives your submission, they will add it to the agenda for the Design Review Committee to review. The Committee meets the first and third Wednesdays of each month. Applications must be submitted one week prior to the meeting date to be reviewed.

Community Patrol:  You’ve probably seen them out touring the community in Estrella Community Patrol vehicles.  They are on property from 6:00 p.m. to 2:30 a.m. Monday-Friday. On Saturday and Sunday, they have two shifts from 8:00 a.m. to 5:00 p.m and 6:00 p.m. to 2:30 a.m. Every night, they assist in the closing of the Starpointe and Presidio Resident Clubs, monitor and close Star Tower and the community parks. They process parking waiver requests and are an informational point of contact for residents during these times. Community Patrol can be reached at (602) 329-0462 via phone or text.
