To request a Parking Waiver, you may contact our Compliance Team at the Community Services Office on weekdays between 8:00 a.m. and 5:00 p.m at 623-386-1112. You may also text or call Community Patrol at 602-329-0462 to request a parking waiver after-hours or on weekends. Please provide your name, street address, dates requested, call back number and brief description of the vehicle(s).

Street parking negatively affects the curb appeal of a neighborhood, can be dangerous, and prevents street sweepers from effectively cleaning the roadway; therefore, street parking is prohibited in Estrella, as is parking in gravel adjacent to driveways, on sidewalks or on landscaped common areas. Street Parking Waivers are available for authorized passenger vehicles of residents or visiting guests and may be granted for a period of three consecutive nights, but no more than 24 times per year. Please contact the Community Services Office at 623-386-1112 for more information or to request a parking waiver.
Parking of recreational vehicles and trailers is prohibited in Estrella, except in fully enclosed garages. If you or your guests need to park an RV or trailer on the street or driveway, you must obtain a Parking Waiver, which may be granted for a period of 48 hours, twice a month.
Trash and recycling pick-up is every Friday unless it is a holiday, in which case collection is the following day. Bins may be placed at the street after 5:00 p.m. the night before pick-up and must be stowed, out of sight, the day trash and recycling are picked up. Bulk trash collection varies by neighborhood. Please visit the City of Goodyear Sanitation Services Website for more information.
All trash shall be stored in covered containers. Trash/recycling containers must be stored in the garage, or in rear or side yards behind the wall enclosing the side yard where they are screened from view from the street or adjacent properties. Trash and recycling containers may not be stored in the front yard of any home and should be removed from the trash pick-up area on the same day that trash pick-up service is provided.
Bulk Trash must be left in the street next to the curb in front of your property. All items should be placed away from electrical boxes, cable boxes, mail boxes, poles, water meters and existing landscape. Residents are prohibited from placing their bulk trash outside before 6:00 a.m. on the day prior to trash collection. Any debris that may remain after pickup is the resident’s responsibility to remove within 48 hours of pickup.
A healthy, mature and well-maintained landscape with a variety of plant species will add great value to your home. Therefore, all landscaping must be maintained in a neat and attractive condition. Specific quantity requirements for front yard trees and other plants have been established to create a consistent and desirable streetscape image within single-family neighborhoods. Additionally, the visible side yards of all corner lots must be supplemented with shrubs and accent plants to establish landscape height variation in these areas. Minimum maintenance requirements include: watering, mowing, edging, pruning, removal and replacement of dead or dying plants, removal of weeds, tree sprouts, noxious grasses, plant debris, and removal of trash. Gravel depth must be maintained in order to ensure full coverage of all unpaved (dirt) landscape areas and irrigation lines.
Oftentimes, having a conversation with the owner of the noisy pet is the best option. If this doesn’t resolve the issue, residents are encouraged to contact City of Goodyear Code Compliance Division/Barking Dogs or call 623-882-7815. If barking occurs at night, early mornings or weekends, contact the Goodyear Police non-emergency number, which is 623-932-1220. You may also relay the times the barking occurs to the Community Services Office and we will try to verify and send a courtesy notice to the pet owner.

Simply contact the team and we will work with you to get the matter resolved. Residents have 14 calendar days from the date of the letter to correct the matter that has been brought to their attention.
A Recurring Violation (Notice) is issued when the matter noted in the Courtesy Letter is not yet resolved. Please feel free to contact our Compliance Team at 623-386-1112 to discuss notice(s) you receive.
