1. What are the parking restrictions in the community?

On Street Parking:  Street parking negatively affects the curb appeal of a neighborhood, can be dangerous, and prevents street sweepers from effectively cleaning the roadway; therefore, street parking is prohibited in Estrella, as is parking in gravel adjacent to driveways, on sidewalks or on landscaped common areas. Street Parking Waivers are available for authorized passenger vehicles of residents or visiting guests and may be granted for a period of three consecutive nights, but no more than 24 times per year. 

RV, Camper, Trailer, Boat Parking:  Parking of recreational vehicles and trailers is prohibited in Estrella, except in fully enclosed garages. If you or your guests need to park an RV, camper, trailer, or boat on the street or in the driveway, you must obtain a parking waiver which may be granted for a period of 48 hours, twice a month. 

Request a Parking Waiver:  The quickest way to request a parking waiver is by completing this form.  Alternately, you may contact the Community Standards team on weekdays between 8:00 a.m. and 5:00 p.m. by emailing estrellacompliance@ccmcnet.com or by calling 623-386-1112. You may also text or call the Community Patrol team at 602-329-0462 to request a parking waiver after-hours or on weekends. Please provide your name, street address, dates requested, call back number and brief description of the vehicle(s).

2. What are the guidelines regarding trash, bulk trash, & recycling container placement?

All trash shall be stored in covered containers. Trash/recycling containers must be stored in the garage, or in rear or side yards behind the wall enclosing the side yard where they are screened from view from the street or adjacent properties. Trash and recycling containers may not be stored in the front yard of any home and should be removed from the trash pick-up area on the same day that trash pick-up service is provided. 

Bulk Trash must be left in the street next to the curb in front of your property. All items should be placed away from electrical boxes, cable boxes, mail boxes, poles, water meters and existing landscape. Residents are prohibited from placing their bulk trash outside before 6:00 a.m. on the day prior to trash collection. Any debris that may remain after pickup is the resident’s responsibility to remove within 48 hours of pickup.

3. What are the landscaping guidelines for my yard?

A healthy, mature, and well-maintained landscape with a variety of plant species will add great value to your home. Therefore, all landscaping must be maintained in a neat and attractive condition. Specific quantity requirements for front yard trees and other plants have been established to create a consistent and desirable streetscape image within single-family neighborhoods and can be found in the Community Handbook.  A supplemental guide to the Community Handbook is the Approved Plant and Tree Guidelines.  Both documents can be found in the Document Center on this website.

4. How do I report a barking dog?

Oftentimes, having a conversation with the owner of the noisy pet is the best option. If this doesn’t resolve the issue, residents are encouraged to contact City of Goodyear Code Compliance or call 623-882-7815. If barking occurs at night, early morning, or on weekends, contact the Goodyear Police non-emergency number, which is 623-932-1220. You may also relay the times the barking occurs to the Community Standards team by emailing estrellacompliance@ccmcnet.com or by completing a Community Concern Form and we will try to verify the noise and send a courtesy notice to the pet owner. 

5. What do I do if I received a violation notice?

You may contact our Community Standards team by emailing estrellacompliance@ccmcnet.com or by calling 623-386-1112 to discuss the matter noted in a violation letter. 

• Sometimes, it is simply an oversight (you were out of town and did not yet have a chance to put your trash/recycling bins away).
• Sometimes, the matter may take longer to rectify (your landscaper is busy and cannot get to your front yard until three weeks from now).

Simply contact the team and we will work with you to get the matter resolved. Residents have 14 calendar days from the date of the letter to correct the matter that has been brought to their attention.
