1. What is the Street Sweeping Schedule for My Neighborhood?

If you live in a gated community, the street sweeping schedule for 2023 is the second Wednesday of every quarter:

• June 14, 2023
• September 13, 2023
• December 13, 2023

If you live in a non-gated community, please check with the City of Goodyear for your street sweeping schedule.

2. Who is Responsible For the Landscape Maintenance in Estrella?

The Estrella community is a large geographic area with varying landscape managers.

The Estrella Facilities Team Maintains:

1. Five feet beyond all common area walls

2. Landscaped area from common area wall to sidewalk

3. Landscaped area within parcels from sidewalk to street (i.e. street scape)

4. Landscaped medians within parcels (i.e. neighborhoods)

5. All non-homeowner land within gated parcels including gates, streets and sidewalks

6. Parcel Monument Signage

7. Parks/Playgrounds (i.e. Tot Lots)

8. Ramadas

9. Retention Basins

10. Star Tower

11. Starpointe, Presidio, Amphitheater, North & South Lakes

The City of Goodyear Maintains:

1. Cotton Lane/Estrella Parkway round-a-bout
2. Landscaped areas along arterial streets from the curb to the sidewalk (arterial streets are major streets like San Gabriel, San Miguel, Estrella Parkway, Calistoga Drive, Elliot Road and Willis Road)
3. Landscaped medians along arterial streets

The Developer Maintains:

3. Who Do I Contact About My Mailbox?

The HOA maintains the mailbox lights, the supporting structure and the parcel boxes of all VCA monument style mailboxes.  To report an issue with a VCA monument mailbox cluster, please use the Report a Concern section of the website.

The grey ECA mailbox clusters are the property of the U.S. Postal Service and are maintained by the USPS (623) 882-9194.

Mailbox keys are transferred to new homeowners by the builder/seller. The HOA does not provide individual mailbox keys. If a key is lost or damaged, please contact J.K. Postal (602) 332-9380. Replacement services are at the resident’s expense.

If an individual mailbox or mailbox lock is damaged, please contact J.K. Postal for service. This is also done at the resident’s expense. 

4. Who is Responsible for Estrella Streets and Sidewalks?

The Estrella HOA is responsible for street and sidewalks in our gated communities. Please Report a Concern to let us know about issues related to streets and sidewalks within a gated community.

The City of Goodyear is responsible for streets and sidewalks including, repairs, safety issues, trash, graffiti and vandalism in all other areas. 

5. Who Do I Contact About Problems With Estrella Street lights?

The HOA maintains the ornamental lighting along Estrella Parkway and Elliot Road, and all street lights within the gated communities.  Please Report a Concern to let us know if you see a light out.

The City of Goodyear maintains all other street lights. To report an issue with a City street light you will need to make a note of the light’s number which is located about seven feet up on the light pole and will begin with an “S” or a number “1”.

6. What Kind of Fish Do We Have In North and South Lakes?

North and South Lakes are stocked at least once a year with a variety of fish to help control midge flies, aquatic weeds and algae, as well as sport fish for residents who enjoy fishing in the lakes. (Remember – it’s catch and release and  barb-less hooks are required)

7. What Causes Golden Algae Outbreaks in North or South Lakes?

Golden Algae is a microscopic algae that can be devastating to the health of lakes and fish. Unfortunately, it can be carried by birds, other animals, or simply on the wind and is very difficult to prevent. The recent addition of reclaimed water to the lakes creates a nutrient rich environment for this and other types of algae growth. At the beginning of an outbreak, small amounts of dead fish will be seen.

In order to manage algae outbreaks and other lake health issues, the HOA contracts with lake management specialists who regularly monitor the lake water for problems. Depending on the problem, the lakes are treated with fish- and wildlife-safe products.

8. Can I Reserve a Park For a Private Event?

The only area that can be reserved for private events is the large Ramada/Pavilion at South Lake Park.  All other areas of South Lake Park and all other parks can be used by residents and their guests on a first-come basis.

9. When Will My Wall Be Repaired?

The Estrella and Villages Community Associations provide for maintenance and painting of walls and view fences within neighborhoods. Maintenance is scheduled over a six-year rotation that was established by the Board of Directors.

Common area walls include the exterior wall facing any common area in Estrella (roadways, lakes, etc.) Homeowners maintain 50 percent of the shared cost of a common area wall and 100 percent of neighbor-to-neighbor walls.

Some of the walls in Estrella are currently under litigation.
